CDE Director Laura DeNardis featured on AI governance panel at Council on Foreign Relations

On November 21, 2025, Dr. Laura DeNardis, Professor and Endowed Chair in Technology, Ethics, and Society at Georgetown University as well as the director the Center for Digital Ethics, spoke on a panel entitled “The Rules of AI: Governing Technology in a Geopolitical Age” at the Council on Foreign Relations (CFR).

Professor DeNardis, a CFR member, joined Vinh Nguyen , Senior Fellow for AI at CFR and Miriam Vogel , President and Chief Executive Officer at EqualAI and author of Governing the Machine: How to Navigate the Risks of AI and Unlock Its True Potential. The panel moderator was Maryam Mujica , Chief Public Policy Officer, General Catalyst.

The meeting was convened to discuss “the geopolitical implications of transformative technologies like artificial intelligence, including how decision-makers are navigating governance, balancing innovation with risk, and addressing questions of equity and accountability.”

Professor DeNardis gave a general explanation of what constitutes AI and addressed the impact of recent state-linked, AI-enabled hacking incidents on cybersecurity and governance in a geopolitical context. She and the panelists also answered questions ranging from internal and external regulation to the cultural impact of AI.
